Capsicum leaves deformed

Can anyone advise me as to what is wrong with my capsium plant leaves. It's hard and deformed. Ph is 5.8 and ppm is 1200.

What's the issue? Those are young plants. Why the hydro though, just toss them into some good soil and watch them thrive.
